The supplier of the dog needs to assume the liability for the dog's temperament for the first 6 months to 1 year. So if they adopt out a dog that bites/maims, they have to have a cash bond to pay the claim. The amount of the bond to be established based on historical costs associated with the breed. This could persuade shelters to destroy the bully breeds rather than unleash them on the public.
The best solution is to required liability insurance for ALL pets, say $200,000. Every pet owner in the US should have liability insurance for their pets. Let private insurance companies set the rates based on risk. Less people would choose the most dangerous breeds because of the insurance costs involved. The numbers of dogs of dangerous breeds would be reduced because of the cost. Let the marketplace decide on the suitability of a particular breed. I know this will create a profit center for insurance companies, but at the very least, folks injured in dog attacks would have some recourse to get their costs covered.
Consider jail time for owners of pets who injure or kill other pets and people. Pet ownership would be steered away from historically dangerous breeds, most people would decide a potentially dangerous dog is not worth the potential of jail time. I would not euthanize any pits who have not shown aggressive behavior, I would social engineer a reduction in their number. Why not, we use taxes now for social engineering.......
Require chips in all pets, any breeder not chipping their dogs should face stiff fines and penalties... jail. Any "accidental" pregnancies included. Animal control agencies should have scanners for their field personnel, along with the authority to scan pets and confiscate unchipped animals.
If the bully breeds are so "safe", let the owners and breeders step up and take responsibility for their pets. It should not be a problem since they view their dogs as "nannies".
